The entire continent of Africa, including the IGAD region, is responsible for less than 4% of historical global greenhouse gas emissions yet disproportionately bears the brunt of the climate crisis. Climate-induced droughts, floods, storms, desert locust infestation and heat waves continue to disrupt socioeconomic systems, exacerbate state fragilities and accelerate ecosystem collapse.
Millions of populations in the East and Horn of Africa face extended droughts and intermittent floods leading to loss of livelihoods. This has exacerbated poverty levels, migration and displacement crises, conflict over transboundary resources and increased the cost of disaster risk management for member states.
